Background

Bill LaTour joined Culver-Stockton College in January 2026, serving as Vice President, Facilities and Operations. Bill oversees Facilities, Campus Safety & Security, and Information Technology. Bill is a seasoned executive leader with over 35 years of experience in higher education administration, public safety, risk management, and facilities.

Prior to joining C-SC, Bill served as Vice President, Operations at Des Moines Area Community College (Ankeny, IA) from April 2023 – January 2026. At DMACC Bill oversaw a vast infrastructure encompassing over 2.3 million square feet across 62 buildings in the largest community college district in Iowa. As VPO, Bill supervised Facilities, Planning & Management, Public Safety, Information Technology, Enterprise Risk Management, Recreation & Wellness, and Campus Operations for 6 campuses and 7 centers. Bill was a key member of the Executive Leadership Team, reporting directly to the President, and served as the Treasurer for the College Board of Directors. Bill led the completion of a comprehensive district-wide Facilities Master Plan in 2024, which guides major capital investments (e.g., Transportation Institute, Dental Learning Clinic, and Industrial Trades Center). Operations leadership extended to over 200 full time employees and multiple college budgets totaling tens of millions of dollars.

Prior to his move to Iowa, Bill spent over two decades (2001 – 2023) at John Wood Community College (Quincy, IL) where he ascended through several critical roles including Dean of Operations (2015–2023), Chief of Police (2001–2023), and Risk Manager (2004– 2023). Bill directed college-wide construction projects, including a $6 million expansion of the Workforce Development Center, established the college’s first Campus Police Department, evolving it from a one-person security office into a professional, sworn law enforcement agency, and centralized the college's risk management, insurance, and safety functions and earned the Certified School Risk Manager (CSRM) designation. At JWCC, Bill supervised the Physical Plant, Campus Police, Risk Management, and Information Technology. In 2022, his dedication to safety was underscored when JWCC was recognized as the 5th safest college in the nation. Bill began his career in public service as a Patrol Officer and Accreditation Manager for the Quincy Police Department, where he managed compliance with over 800 professional law enforcement standards. Bill holds a Master of Science in Human Relations and Business from Amberton University and a Bachelor of Science in Law Enforcement Administration from Western Illinois University. An active contributor to his field, he has presented extensively on topics such as workplace violence prevention, active shooter response, and Facilities Master Planning at various regional and national conferences.

Beyond his administrative work, Bill has a strong background in athletics and community engagement. He served as the Head Men’s and Women’s Tennis Coach at Quincy University (2000-2015) and has held board positions for the YMCA and the Quincy Business & Technology Center. Bill and his wife Cindy live in Quincy and enjoy playing golf and spending time with family and friends.
